What the regulations require (England)
Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, as extended to the social rented sector in 2025, landlords must:
- have the fixed electrical installation inspected and tested by a qualified person at least every five years, and obtain a report (normally an EICR) that states the next inspection date;
- give a copy to existing tenants within 28 days, to new tenants before they move in, to prospective tenants within 28 days of a request, and to the local authority within 7 days of a request;
- complete remedial or further investigative work for C1, C2 and FI items within 28 days, or sooner if the report says so, and confirm this in writing to the tenant and local authority within 28 days of completion.
Local authorities can serve remedial notices, arrange works and recover the cost, and impose financial penalties of up to £40,000. Exemptions include leases of seven years or more, lodgers sharing with the landlord, student halls, hostels and refuges, care homes and similar accommodation.
Social housing: dates that matter
- Regulations extended to social landlords from 1 November 2025.
- New social tenancies granted from 1 December 2025 are covered from the start.
- Existing social tenancies: duties apply from 1 May 2026, with a transitional deadline of 1 November 2026 for the installation inspection and, for social landlords, checks on landlord-supplied electrical equipment (an in-service inspection and testing record, separate from the EICR).
A valid report carries over: a new tenancy does not by itself trigger a new EICR if a report less than five years old with no outstanding remedial or further-investigation items exists. The new tenant must be given a copy, and the guidance recommends at least a visual inspection before the tenancy starts. We will tell you if you do not need a new report.

What stands behind the work
- Delivery is planned around the agreed scope, site rules, safe isolation and practical reporting.
- Personnel and delivery partners are selected to match the agreed scope, site requirements and certification route.
- Management oversight includes site-supervision, health-and-safety management, first-aid-at-work and access-safety training; site-specific RAMS are prepared for every job.
- Test instrument and reporting: Megger MFT-X1 multifunction tester and CertSuite digital certification. Calibration evidence can be supplied on request.
- Where a project requires a particular certification or supply-chain route, this is agreed before work is accepted. We do not claim memberships or accreditations that have not been confirmed for that work.
Questions we are usually asked
My previous report was 'unsatisfactory'. What now?
C1, C2 and FI items must be dealt with within 28 days (or sooner if stated). Send us the report and we will quote the remedials; after completion you receive written confirmation to pass on.
Does an HMO need an EICR?
Yes. HMOs are within the regulations; only the communal areas of buildings outside a tenancy are excluded.
Do you need the tenant present?
Someone over 18 with authority to grant access must let us in; we are happy to coordinate through the agent.
Will you certify a property without testing it?
No. A report is only issued after inspection and testing, and we will not promise a satisfactory result in advance.
